Well "evil government" because it's a government that manages the entertainment industry, or the market, so to speak. But that's just my viewpoint. Yeah that's the whole impression that I got about the missiles like ss547 pointed out, all the soldiers had non fatal weapons like club sticks, water cannons, web etc.
It's just for dramatic effect.
