In a way Kyubey is
slightly better in the sense that his manipulative and guiltless scheming is goal-oriented (and in some sick twisted way also altruistic since it's meant to prevent the destruction of the universe)
Kotomine does what he does because he enjoys it and in certain cases because he specifically wants that person to suffer (hello there Kiritsugu).
Either way I still want to shoot both of them, especially Kotomine after the latest episode of F/Z
