But does it have to be? I would think that if Sega, Namco, and Capcom are all okay with a worldwide release... it's
their IP, who's going to be in a good position to complain?
And yes, region locking is a concept that should have died long ago. I can buy an audio CD anywhere, put it in any CD player, and it'll play, no questions asked; the same should hold true for console/handheld games -
especially the latter, given that owners will quite likely be taking them along on their overseas trips.
