I don't think he intended that or thought that someone collect the SG's containing pieces of Vritra's soul put them in one body.

Maybe his end result will be different, but Vritra is "awake" and SGs are highly adaptable. I think its very possible that he could get a similar result. He already has a Vritra mode which is similar already, although its not controllable yet.
