Well, consider the broadcast situation the anime originally was under (wasn't aired in any major TV market like the top three market in Tokyo, Osaka, or Nagoya), that is a fairly good number.
Besides for anime, break-even point is usually 2500 and usually 5000 would be enough to virtually guarantee a new season .
While it's sale is a bit lower than that, it is above the usual break-even point.
Then you consider the broadcast situation and this is actually a pretty successful project.
Besides it been gaining more steam though out the year as more station pick it up for re-runs.
I mean, it was aired in Tokyo market until late July on Tokyo MX, and now Tokyo MX picks the season 2 out on day one show that the numbers on re-runs must be good enough for the change of heart...
