The in-game reason for his different voice is probably because of the accident. Some sort of damage must have permanently affected his voice or something.
So if we do get David Hayter in this game, it'll probably be only for the Ground Zeroes prologue.
And that was definitely a child Psycho Mantis I saw there. There's no way it was anyone else. Must be creating illusions of Volgin to affect Big Boss' mind.
