While Skill Outs share an animosity towards Espers, there is not exactly a rule about who to attack.
Also, they are not strongly unified, hell, they even fight amongst themselves.
Some groups like Big Spider focus on espers, but that doesn't mean all of them do.
They are basically a bunch of gangs with some common ground, but that's about it.
... And that's how Academy City prefers them. Without spoiling much of the main story, if someone rises with a strong leadership, he is deemed a threat to AC and becomes a "problem to be solved".
