You know, Rogue won by sorta blinding Natsu with a burst of blinding light and then slashing him through his lower side where the body is weak, incapacitating him long enough to use a more damaging attack.
The thing about Natsu losing to Rogue in this chapter was not because Rogue was suddenly more powerful, but employed tricks Natsu couldn't have otherwise anticipated and caught him off guard.
