It doesn't really resemble the uniform that the students of Holmes Detective Academy wear. However it could be that unlike Milky Holmes which is part of the Working Class, Kazumi is part of the Commander Class and thus wear a different uniform since I don't remember if I have seen what uniform the Commander Class wear.
