I'm not sure which "one" you're talking about. The character Takashi is one of the buff mechanics for Gold 4, and he's voiced by 前田淳 who's an actor in various J-Dramas. His profile is here:

The ANN entry is incorrect because it's already a mess of different people with the same romanized name in English. The composer and the animator are clearly different people, and the voice actor in this case is also a different person.
