The five are: Tenjouin Saki, Aya, Mikado, Tearju, and of course oshizu. No matter what u think they'll never be in the harem plan for various reasons.

Kyoko had always been on Team Run but look how that ended. Oshizu just needs a chapter focused on her and she'd become a part of Rito's harem instantly.
Mikado-sensei was one of the girls Rito "confessed" to at the last chapter of vanilla TLR. I'm sure Yabuki and Hasemi has plans for her. Just, not yet.
anywya, Tearju? Rito's constantly falling into her. And I think it's safe to assume that every girl Rito's fallen into is a viable member of his harem.
Can't say about Saki since she's in-love with Zastin. Aya's chance to be in the harem is as unprobable as Mio's
But we still can't remove them as candidates lol
