It would cause more problems than fix however, while yes, the biggest problem which is the opposition of the throne will be solved while doing that. It will also do its undoing as well, because you instill fear among the population. There is a saying, "A person is smart. People are dumb, panicky, dangerous animals, and you know it (Men in Black)". Once fear settles, people do not know how to deal with it, a person can, but people no. Actions are made whether they are correct or wrong, which to me is the most dangerous of all things. If you know something wrong is going to happen, then you know how to prepare and fix it or at least prevent the losses. If something is good, then you prepare to use it to the fullest. Though how does one prepare for something that is random, like rolling a dice or flipping a coin? No one got an answer for that.
