Disagree with this, mainly because of Ravel. She is/ was already a high class devil from we presume a pure parentage of the Phoenix clan. So if she can be made a bishop, why in principle couldn't Rias be a queen. As it stands there is no evidence a 'king' piece exists, so there is no conflict with her becoming a queen.
