well she is disciplinary squad :P so she thinks she can do anything she wants (even through minato is son of people who brought her to life)
no one really cared about her attacking ashikabi at that bridge where minato got his ribs broken... no penalty for her there :P
besides higas friend uses his sekirei to attack minato... so generally its her who attacks an ashikabi
