Yes, those arts are by Itou Noizi, the illustrator for the novel (she's also the illustrator for the "Shakugan no Shana" light novel series).
As for the anime art quality, those screenshots in the picture I posted above
are from the anime (hence my comment about the sakuga level).
Anyway, it's almost time for the airing. Too bad I probably won't see it until tomorrow.
