Here are the series that have at least 4 qualifiers from the 1st preliminaries.
Newcomers:
-Gochuumon wa Usagi Desuka has the most number of qualifiers which is 7 and includes all the main girls.
-Sakura Trick has 6 qualifiers, who are the main girls except just one didn't make it.
-Gokukoku no Brynhildr, Kiniro Mosaic, and Non Non Biyori each has 5, and includes the main girls.
-Mikakunin de Shinkoukei, Nagi no Asukara, Nisekoi, No Game No Life, and Black Bullet each has 4.
Veterans:
-Saki has the most number of qualifiers as expected which is 40.
-Love Live has 9, all are μ's members.
-Madoka Magica has 5, all are the main girls.
-Chuunibyou demo Koi ga Shitai, Monogatari Series, Rozen Maiden, and Toaru Kagaku no Railgun each has 4.
If you consider the number of votes each character got in the preliminaries then Saki, Love Live, and Madoka Magica are definitely the strongest veteran series. Gochuumon wa Usagi Desuka, Kiniro Mosaic, and Non Non Biyori are the stongest newcomer series.
