You actually only need to turn on vpn to get the apps from play. Subsequently you don't need it anymore for playing the game. The theory behind (How things work is as follows):
1. When you first connect to Play, it will attempt to detect your location and link your current google account to your local playstore.
2. It first checks your google wallet's credit card and the country of origin of the card, and determines your location. This is why many people failed because they did not know that location determination based on IP is actually not the first choice Play uses.
3. If you do not have a credit card, only then it will check your IP and determine your location from there.
4. Once the google account is linked to Japan Play in this manner, in theory, you will always access Japan Play when you switch google account on Google Play, until you clear the cache. However, I never tested this and always make sure I have my vpn active before switching.
