Sasuke taking control of the Tailed Beasts against their will and using them to "reform" the world is the exact same thing as what Madara did. You can't force people to submit to your rule. It will never work.

Also if Sasuke offers the people a peaceful life, no one will complain. Although yes, I do agree that diplomacy is the best method at this point, considering we the viewers as well as Naruto have been in this from the start, but Sasuke wasn't, he doesn't know what's been going on with the 5 Kages. Even though I don't agree with him, I see where he's coming from.
