Even important shows like Durarara and The Rolling Girls have suffered from animation collapse, so there's probably more going on than just lack of money.
I'd guess that it's industry overproduction with the required talent either non-existent or organized too late to be effective. Teams that are less experienced (EMT-Squared and/or Shuka, Production IMS, the new Diomedea units) seem to be struggling more.
At any rate, significant quality disparity was pretty common during the mid-2000s production boom, and schedules are even tighter now.
