That may indeed be the case. But it's too obvious that the staff involved with this show is not thinking about animating this show seriously. It seems a lot of battle were cut out to just fto ocus more on the gag scenes. Along with other scenes that build up the settings for the story. The Production Committee have to be aware of this nonsense going on since they the ones who hire the staff and have a say on what direction they want it animated. The only issue they may not have control over is how much effort the animators put into each ep for the show.
