I've never understood the fixation on putting a rank, rating or "power level" to characters, I feel this especially from DBZ fans ever since their boy got roflstomped twice, they're characters from different shows so their standards of power should be different and on a different scale. Plus people fail to realize plot and place in the story place also takes precedent in levels of power. Saitama has the Superman plot device where in his world he's as strong as he needs to be so giving him a level cap is silly since whatever level of power is needed he'll conveniently shatter is with one punch. Whatever character faces Saitama his role in the story is one of destroying the obstacle with seemingly no effort and a look of boredom on his face.

I don't get it, all we've seen so far is disgust and condescension from her towards him and Saitama pretty much doesn't give two shits about Fubuki or Tatsumaki,He pretty, much said it before their fight , the only reason he stepped in was she annoyed him with her idiotic view that a person needs to be alone. Put yourself in his shoes if you see two kids fighting in the playground wouldn't you break them up so they don't hurt themselves? He just had to kill I dunno how many monsters and protect the bodies of two people because these two "children" are squabbling he just wants them to calm the fuck down, then Tatsu lost her shit so he took their fight somewhere else. He's nothing like her or her him because he doesn't feel the need to flaunt his power or bully anyone else, he could destroy her in a single punch and the entire time he never once fought back, he's dealing with her the way you deal with a kid throwing a temper tantrum. She was treating him as a nuisance and he was just trying to let her tucker out so the fight could end.
