They are called exclusive because they are not readily available and with limited supply. Pretty similar to prototype catapults.
To begin with, there is another quest called "ネ式エンジンの増産" which literally means "production increase of Type Ne engine".

Every quests that force the player to select 1 reward had involved items that were from a past event or something.
They never introduced a reward choice that involve several new unique rewards.
The latest choice is quite obvious: they've put the Catalina for those who missed Spring 2016 event. And for those who have it and don't believe they would need a second copy of it, there is the seaplane fighter, which is readily available through equipment modding.
