In a way, yes.

Individual layers within GIMP will translate to individual frame sequences for the final animated GIF. Those layers being whatever you previously extracted the images from, be that from Virtualdub or individual screen shots, anything.

Gimp Animation Package "GAP" from the Windows install page is probably optional, but useful if you want to use the Frames to Image function, to quickly load numeric ordered images into GIMP as layers.
