I don't think it's so much that he's cold to her so much as he tries to hard to be a tough, macho, guy compared to future Takemichi so he might come off a little standoffish and awkward around her.
I think it's entirely possible Emma stripped of her own accord and came on to him and made him sound more complicit to make Draken jealous, but he's walking a very fine line...
