Given how we're in the middle of her introduction arc and only got a small glimpse of her back story, we're not really seeing the main aspects of Ilulu's character just yet.

I personally think that this is a result of the first episode wanting to do two things:
1. Reintroducing most of the cast (with Saikawa more than likely being saved up for the third episode), with Lucoa and Fafnir getting the short bits at the end of each segment due to their characters not really getting involved in the main story.
2. Get the Ilulu introduction arc up and running so that way the anime can focus on other things during the latter 3/4 of the series.
EDIT: There's a third reason: the latest Mini Dora short is Kanna-focused.
