Man, this reminds me to old times when I watched the series:
"OMG! There's multiple Tomoe tease in filler, does this mean we will got Jinchu arc? Enishi and Tomoe on anime style? Perfect."

I expected this will be reboot of early arc just so they can recast the characters.
Sounds like the most logical take as by doing so they can safekeeping Kyoto (and maybe Jinchu) for better studio and budget.
