If they were connected to the government, Yor wouldn't need to worry about the Secret Police arresting her. It's very possible Yor has been brainwashed/tricked into thinking what she's doing helps the country and she's actually working for the mob. I doubt she does much research on her targets, she just uses the information provided to her.
