I also thought that was her brother. She had a look after a comment by the old captain that almost felt like he was mocking her.
Its the perfect time for sightseeing. How many people get to not-to-freely look around the enemy's city? It should be an important element in the story to try and humanize these otherwise, cruel and aggressive nation. I'm also curious as to how Kaina will play a role here; there's a lot for him to observe and consider as he doesn't have a preconceived impression of them.
