That might be the case. Wouldn't be the first time the anime adaptation boosted a character's figure a bit, but left in the parts of the story that highlighted her not having that body type
.
Although looking at some cover art for the light novels it seems like they pretty accurately adapted her design. Maybe it's just one of those weird times where any breast size that isn't colossal is considered petite.
