I think is more a certificate that you are a Sword forger, rather than a licence.
Or as that there are houses that have century old tradition in forging swords, So a
Muramasa or
Masamune Blade, should be very expensive.
So, it also depends who is the one making the blade, but yeah, those others that are not that expensive are mass produced.
