I think all Logia fruits may be high ranked. In Volume 29, that woman (forgot her name) said Logia type is the most powerful and of course Robin mentioned the Lightning fruit is one of the invincible ones. Of course Oda only took into account the fruits in the manga and not the anime / movie.
