No. In fact, it is encouraged, as long as you toe the line of HAXX. A lot of the magic systems for the OCs seem to be original (if ripped off slightly from other anime) and adapted seamlessly into Nanohaverse.

Uh, exactly what do you mean by "strike through"? If you meant that an attack is capable of overpowering another attack and burst through it, then it is quite possible
if there is a distinction between the strength of the attacks. Comparably, Trident Smasher and Divine Buster are almost equal in strength, so it gives little chance of "striking through". Between Divine Buster and Plasma Lancer, though, it is possible (that is, considering Plasma Lancer wins in terms of
number of attacks, not
attack strength).
Still, writers commonly use "same-strength" attacks between characters, because it is assumed that mages do have a knowledge of what are the appropriate counters for certain types of attacks. For example, a bombardment type is often countered with a bombardment type, with little possibility of "striking through".
That is what I think, anyway.

A juvenile looking, "scruffy" young man, tall and lean at 6'1, 175 pounds. He usually wears all white uniforms, with black shoes and buttons. He has short blonde hair, green eyes, and a small dusting of facial hair.
His Barrier Jacket consists of a white "breastplate" with red and black Belka cross on the shoulders, black gauntlets, a black belt on white pants, and black shoes.
Even though he tends to look "serious", in reality, he has a very playful side to him. He has no shame about partying and having fun, is very confident (sometimes to a fault) with the ladies, and is sometimes a troublemaker when he's not actually doing something important. He is known in his unit for being able to hold his drink like a man twice his age (which got him in the good graces of O'Neill immediately, though those good graces are tested with his occasional antics).
At the same time, when something is happening, he is always the first to take up his weapon and head to the battle, he will mix it up in the front lines despite that not being his skill, and he has a way of finding weaknesses in opposing sides and attempting to exploit them. He is very idealistic, despite his sometimes frivolous appearance, and that was part of the reason while he took to Belka ideals - he considers himself a knight at heart, with all that entails.
Nothing too bad for background, though for someone of his explosive attitude, his commanding officer would be expected to issue a restraining order to keep him in line?

It seems that by sacrificing one mere rank in power, Blendenlichtpfeil gains quite a powerful increase in speed and accuracy. While it doesn't seem much, an S-ranked speed attack sounds like it travels at Sonic Move speed (give or take a little), and with AA accuracy, quite impossible to evade. A nerf, perhaps?
And with Glänzender Angriff, the description seems to say that Xalinth is only firing
one shot each time, not
several, and each of those shots gives an S-ranked damage output? Is that a different version of Hraesvelgr I see? A quarter kilometer is quite big, to say the least.

Xalinth Tamerlan was born to a rich Midchildan family who had great influence in politics and policy. As a child, he adored his older brother, Paulus Tamerlan, who was a member of the TSAB Spec-Ops unit, and from that adoration, was born an intense interest in the TSAB and warfare in general. He was fascinated with the military, both due to his upbringing and his natural interest. He read about magical theory, military strategy, and idolized the great mages of the Bureau forces - Nanoha, Hayate, Fate and so forth - not only for their ability, but for the fact that they were not much older than he was. He believed in his heart that he could be as good if not better than them.
He had early magical training, starting at the age of six. He was far ahead of the curve for his youth, and it was apparent that he was a child with a great deal of magical potential.
Because of his latent magical talent, and because of his training, he was already an AAA class mage, and ended up joining the TSAB as a trainee at age 10.
Due to the fact that his family thought highly of the newly rediscovered Belka magic, he was encouraged to study that style rather than the Mid-style his brother specialized in.
Because of friendly donations by his family to the Saint Church, he was able to get some of the best Belka training available, from high ranking Ancient Velka practitioners like Hayate and Carim, and received the gift of Weisenfangkreuz from K. A. Testarossa, another elite Belka mage.
He was diligent, nearly obsessive in his training, training 6-8 hours a day, either in mock battles, physical training, or book study. He even became an apprentice in the Infinite Library under Yuuno Scrya in order to glean more knowledge about history.
He first saw action at the age of thirteen, in a short campaign to put down a distant rebellion. This rebellion was Tamerlan's first combat experience, both in real combat and in the command of troops. He performed admirably, after initial failure (to which he attributes the unlocking of his Full Drive form) and received a promotion. However, he was not involved in the StrikerS campaign a year later, as he was evacuated from Midchilda by his family during the Cradle incident (despite his personal objections - he wanted to fight with Sector 6.)
He took the S-rank exam at 16, and passed, and with that, he asked to be assigned to the new TSAB Armored Division. He served mostly in tactics and logistics, and has not seen real action since.
Quite possibly, a prodigy in everything: battle, philosophy, sciences, magic, wealth, and prowess.

These stats, while inaccurate, does give us a hint of how you view Xalinth to be. He seems to be some overly-buffed archer with great evasive capabilities. Since the spell list contains nothing resembling a "defensive" spell (with the exception of Dreiäugigerengelform), where does his B-ranked magic and physical defenses come from?

Leona does provide information as much as possible to the crew, with detailed explanation of their skills and abilities and other related things that are necessary to be known so that they are better prepared against them in the future.
What she (and Chrono) hides are their origins, as well as how they came to know about it. These things are considered "classified information" by the High Command.

Paramilitary supposedly means a group of people that acts like or functions to aid another military group. For example, paramedics are considered a group of medical officers/personnel that are not part of the main medical unit, but gives aid anyway, either voluntarily or privately funded. Of course, different countries have different definitions of the word.
For things like this, TK is your salvation.
