Well, it was originally labeled Romance. Even the one-shot said it was one. That changed with the serialization.
He did Bakemonogatari, which I guess is a hugely successful light novel series in Japan which takes some of the ridiculousness of manga and combines it with a character driven story. He won awards for it.
Sadly, somewhere in the transition to straight manga, he seems to have lost the whole "character driven story" part in favor of gags.
