Because she's the closest thing to evil in a decidedly non-evil setting, which sets her up to be a complete tease, troll, and all around barrel of laughs. She is also the only dark-skinned character, which makes her stand out. Finally, she's a dominant character who seems to be jerking everyone else around on a chain.
