Did you miss what happened in Episode 13? Suzuha enters and says the words.. TV, turned on. Or something like that, anyway, which they take as a hint that they can do Time Leap. Time Leap is not possible either if the TV is not on, not just the D-mail. Even if he wants to use d-mail after leaping, all he would have to do is have Suzuha open the door, or break down the door. Surely breaking down 1 door would not stop Okarin to save Mayuri.
