I guess a tie is all they could do in this situation to not ruin anyone's reputation. Still, I don't think I've ever seen a tie in a horse race: even photo finishes are usually resolved one way or another. EDIT:
Apparently it's happened a few times, although not often.

Oh absolutely. When I was a kid I would watch it on TV, and I didn't even know what gambling
was at the time. My family did the same, and none of them gambled. I don't do it so much any more, but I can still enjoy a horse race if I happen to see one. Of course, it feels more intense if you know the horses and can feel a connection to one of them. That way you're rooting for your chosen horse to win. You don't have any money in it, but your emotions can still get caught up and it can still be exciting.
