As has already been stated, basically a nation/tribe/people of horsemen. Only reason I'm chiming in is because "騎馬の民" is actually also the Japanese translation of the French novel
Les Cavaliers. So translating it as either "The Cavaliers" or "The Horsemen" would be fine, as long as the "the" is in there.
