Yes, the girls here are much more boring still than the girls in Upotte. The latter put at least a little effort in the chara design, but in the end it was still rather boring, if you you weren't a gun otaku.
This here seems even worse, with the girls already looking rather bland and boring. The "no fanservice" announcement at the end totally kills of anything that could possibly be interesting about the show (unless you're a panzer otaku).
