人間 means human being, person.

I think her intention here was to make a contrast with 動物 (animal) (1).

However, to me, with all the red text mentioned in this episode, 'Witches' are not counted as human beings, they'd be more like ghosts, monsters or something like that. (meaning that when beatrice says there are no more than 18 people, there could be 18 people there plus whatever number of witches there).

Unless she meant that the Witch was posessing a human being, but that's another talk...

In the end, with all that, she'd be denying the Witch herself, saying in red the criminal(s) is(are) humans, isn't it what you are thinking?

I also thought that, but I think the original intention was (1) and Ryuukishi just let it slip... (maybe on purpose... hehe, thinking nobody would notice...)
