If he would have swapped them too much, readers would not care about them nor what happens to them.
And don't forget you need some connections to future arcs (vol 15) for which Baba is perfect.
PS: Yes, Railgun expands the characters from Index, but certainly not all.
And for those interested, it looks like this chapter has only 25 pages..

I don't expect all of them to show up in one arc at once, I'm only stating my interest in seeing more of them where it's this arc or the next.
Besides, last time I've checked, this series thrives on many characters and their povs.
