I like it too, for some reason. I like magic, and magic oriented anime that aren't horrible are rare. So I take what I can get, haha.
I like the characters, especially Biri Biri and Index. Touma is ok too considering how lame he could be as a male lead to a harem. Artwork is good, especially some of the character designs. The music is awesome, some of the best techno I've heard this year so far. JC Staff seems like they have decent taste in music, at least.
The pacing and storyline are strained to say the least. A lot of amorphous concepts like the magicians and espers and churchs and shadowy organizations. A good way to create a deep and involving setting is to go step by step, with a arc clearly detailing a great deal about one faction then moving to another.
