Regards teams, apparently according to the novels students form teams by September, and then teams are assigned to work together as needed.
So, for example, say a Connect team would need some Assault support, they'd be assigned an Assault team.
It'd work something like the opening shootout of Bad Boys 2 - undercovers (Inquesta) making the bust with Assault support waiting in the wings to swoop in and Connect monitoring everyone's transmissiones, Logi providing transportation support, a Snipe team providing overwatch...
