I didn't hear anything about his name being attached to this movie. Although I wouldn't be surprised if he was credited as concept creator or advisor. I don't expect him to write though.

Homura's world is not a Lotus Eather. That was the dream world inside her soul game. The world at the end of the movie is the real world, only rewritten by her magic.
