Based on appearances alone? Not really.
For example, seeing one image of the infamous Yuno Gasai face isn't going to tell me much, other than she's pretty and probably crazy. Will that scare me? Not really.
Showing what a character can do is a better indicator of how scary they are than how freaky they look.
And if a girl has to look pretty, that limits the amount of grotesque features they can put onto her before she is no longer attractive.
