I think the problem with Hazuki is that he can never quite tell just how serious she is, partly because she's often drinking/drunk. There's also a barrier because she's a teacher. I suspect that he does have something of a crush on her, but has his doubts about whether there's really any serious potential there for any sort of real relationship. (He probably sees it as a sort of childish crush, and thinks that she's just being a tease to encourage him.)

In fact, the shougi match between Satsuki and Hazuki was a bit different in the game. As I alluded to previously, it was also an opportunity for Yuuki to set his feelings straight. Up to that point, he literally couldn't decide who he loved between the two of them and his feelings were a mess. But, during that match, he found himself subconsciously cheering for Satsuki to win and was worrying about her, and that's when he realized that his mind was actually already made up and Satsuki was the one he loved (most).
So yeah, I think you're not out to lunch at all to say that he does have some feelings for her that are more than just platonic. But, I don't think he's prepared to act on those feelings for various reasons. One might assume again that, if the situations changed somewhat and he made some different decisions along the way, the outcome may change as well.
