The male character does seem a lot more together than many harem protagonists out there. Going from the first chapter alone he's not shy about who he cares about, nor particularly dense. This means that if they're going to have a convincing harem with plausible "competition," the "romance" with the other girls has to be really good.

Of course, I'm not holding my breath either. Harems have a way of failing that is unique to their particular species. And this one looks like it'll eventually be bigger than three (going by the covers of the light novel), which generally translates to less attention to individual characters [see To-LOVE-Ru for an egregious example].
Well this is also greatly forshadowed in the plast page where he talks in past tense about adding Noizomi into their stray cat group implying that there will be more.

Honestly there won't be any real development with this manga, and most likely it will be a dose of fanserverice/slapstick and even if you had real development with Fumino any attempt to further their relationship would pretty much destroy any tension with the other characters making them pretty much useless. So if there is a love story it will be one that moves slower than a snail, so yea totally agree with your analysis. Hope the jokes are atleast funny.
