Well, what do you know. You ask a question, it gets you a lead, and voila, we have an answer. I looked up "Japan Manholes" and found the general city. It would be in or around Nishinomiya. Hyogo-ken. See

The problem is now... How far to these manholes go and where the heck in that area???? Maybe it's near Kansai University, or is it itself?? I'm trying to look in the prior posts as to where it is though b/c they do mention about finding the library...
