Hence the "very liberal interpretation" warning :3 And despite him not having romantic feelings for children, the reality is quite different. When he's confessed to, Nagi's face comes to mind. He might think of her as a little sister at this point, but that's almost guaranteed to change eventually (toward the very end of the manga or anime, I would guess). Also, we all know who the real couple of this franchise are... not to mention, Nagi won't be a child forever.
Of course, if they go down that route, Hayate might really end up being labeled a lolicon. So there's definitely validity in your line of thought, too
