Some others have answered that question previously, but in short I think you can watch it, as the series is relatively self-contained.
Certainly the story of the "newbies" in
StrikerS is all contained in this season. There is however a lot of back-story about Nanoha, Fate, Hayate, and the Knights (Signum, Vita, Shamal, and Zafila) in the previous seasons. You will understand their personalities, and there interactions with each other better if you see the other two seasons first.
All that aside, the first two seasons (
Mahou Shoujo Lyrical Nanoha, and
Mahou Shoujo Lyrical Nanoha A's) are just
excellent shows, and worth watching in their own right. So, why would you
not watch them?
