P4 is a huge property, it's likely that the publishers wanted to make a quick buck by making a cheap product. The LB anime has the same issue.

In any other case I'd say this was definitely an option, but AIC A.S.T.A is a really sub-par branch of AIC if you look at just about anything they've done. Even their latest movie looks like a really average TV show.
